1. RCAF PROGRAM

a - Eastern Sites (Nos. 1, 2, 3, 4, 5, 7, 8, and 9)

Radar and IFF - Primary radar in operation and interim IFF facilities completed at all sites. It is anticipated that after satisfactory proof of performance has been established, the AN/FPS-502radar will be procured to provide back-up search facilities. Back-up height-finder radars (AN/TPS-502) are to be installed this year at Mont Apica and Lac St. Denis (Sites 1 and 2). This equipment us not required at other sites where dual ISG-98 radars are installed.

Radio Communications - Except for Chatham (Site 5) HF and VHF installations have been completed. Tenders have been called for at Chatham (where temporary facilities are being used until permanent facilities are completed in Nov 54). UHF installations are dependent on deliveries of equipment from USAF sources, which will be supplemented by Canadian UHF gear at a later date. Plans and specifications for the UHF installations are presently being prepared by RCAF/AMC.

Internal Telephone Systems - Northern Electric Type NE-603 telephone systems have been installed and accepted.

Microwave System - A microwave system to provide primary communications facilities between these sites is partially constructed.

b - Western Sites (Nos. 18, 35 and 36)

Main radar - AN/FPS-3 installation completed and accepted.

IFF - Available but not delivered.

Height-finder - AN/TPS-502 installation estimated to start Aug 54.

Radio Communications - Permanent facilities will not be completed until Sep 54. The installation contract has been let. Temporary HF and VHF facilities are in use.

Telephone - Scheduled completion of NE-611 internal telephone system delayed until Aug 54.

Main radar - - AN/FPS-502 radars not available for installation until third quarter of 1955.

Height-finder - AN/TPS-502 radars scheduled for installation in third quarter of 1954.

Radio Communications - No installation contracts. No date of completion available.

Telephone - NE-611 systems completed and held at factory. Tentatively scheduled for installation/completion in Sep and Oct 54 respectively.

2. RADAR EXTENSION PLAN - Interior of Canada

a - USAF ADC

Sites C-10 (Ramore), C-14 (Pagwa), C-15 (Armstrong), C-16 (Sioux Lookout), C-17 (Beausejour), C-19 (Puntzi Mountain), C-20 (Baldy Hughes) and C-21 (Saskatoon Mountain).

All facilities required for operation are available for use. Main radar requirements (AN/FPS-3) have been completed and accepted and are operating on all eight sites. All inside and outside telephone plants have been completed and accepted. Radio communication facilities (HF, VHF, UHF) were accepted at only four sites (Ramore C-10, Pagwa C-14, Puntzi Mountain C-19 and Baldy Hughes C-20) and these facilities are operating and awaiting acceptance at the other four (C-15 Armstrong, C-16 Sioux Lookout , C-17 Beausejour and C-21 Saskatoon Mountain). At all eight sites outstanding tower roof repairs will be completed prior to start of AN/TPS-502 height-finder installation. Drawings for the roof jobs have been completed and specifications sent to bidders. Each job will take approximately two weeks, tentatively scheduled to start about 1 Jul 54. Priority of work will roughly follow order of AN/TPS-502 delivery schedule, and should be finished by end of Aug 54. The electrical distribution systems (for Type 30 towers) will be completed by the installation contractors. Back-up search radars (AN/FPS-502) are scheduled for installation early in 1955 according to present forecasts.

Radio Communications - 80% installed. Expected to be complete by end of Jun 54. Temporary facilities in use.

Main radar (includes IFF) - AN/CPS-6B is operating and accepted.

Back-Up Height-finder - AN/TPS-502 - Estimate installation start Oct 54

Radio Communications - Installation 75% complete. Estimated complete 15 Jul 54. Temporary facilities available.

Telephone - Inside plant 98% complete. Estimated complete by end of Jun 54.

Outside plant completed.

Both of these sites are conducting limited operations. Communications (including inside and outside telephone plants) are in operation. AN/TPS-502 installation at Sydney is completed and accepted. AN/TPS-502 installation at Moisie is partially installed and remaining portion is delayed for completion of repairs to Type 30 tower roof which is tentatively forecasted for Jul 54.

3. RADAR EXTENSON PLAN - NEAC Sites - (Nos.22 to 31 inclusive)

Nine of the ten NEAC Pinetree sites are available for limited operations with the exception of facilities notes in the detailed reports below. Date for N-30 (Resolution Island) is, as yet, unknown. Sea shipments for northern sites has begun.

Back-up radars AN/FPS-502 are scheduled for delivery to sites N-26 (St. Anthony), through N-31 (Frobisher Bay) during Oct-Nov 54 by airlift if necessary. Delivery to N-25 (Gander) is scheduled for Dec 54 and to N-22 (St. John’s) and N-24 (Goose Bay) during Feb 55. Some antennae have already been produced and all will be shipped in by sea this summer.

Back-up height-finders - (AN/TPS-502) have all been delivered to Newark for shipment to NEAC sites by sea this summer.

Main radar (includes IFF) - Accepted during May on interim basis and now operating.

Back-Up Height-finder - AN/TPS-502 - Installation scheduled for mid-summer 54.

Radio Communications - HF, VHF and UHF expected to be complete 1 Jul 54. LF communications are scheduled for completion in Jul 54.

Telephone - and outside plant completed and accepted.

Radio Communications - Installation progress has been slow due to extreme wind and weather conditions which has caused repeated power line failures to the transmitter and receiver buildings. The transmitter building was completely isolated for weeks during the winter. Due to conditions noted, additional work and re-design will be necessary, delaying completion until Aug or Sep 54. LF facilities may also be delayed past 1 Jul 54 date due to the above conditions.

Telephone - Inside and outside plants operating. Accepted on interim basis.

Main radar and IFF - Positioning of components in Operations room under way.

Height-finder - AN/TPS-502 installation start tentatively scheduled 13 Sep 54. Completion time approximately three to four weeks.

Radio Communications - Antenna farm 70% complete. Antennas 20% fabricated. Installation to begin approximately 31 Jul 54 when transmitter building is finished. No work as yet on receiver installation. LF radio site has been selected.

Telephone - Work has begun on completing final items of outside plant.

Main radar - Operating. Interim acceptance completed.

Height-finder - AN/TPS-502 Installation start tentatively scheduled 23 Aug 54. Completion time three weeks.

Radio Communications - HF, VHF and UHF operating and acceptance completed.

Telephone - Inside and outside plant operating. Accepted on interim basis.

4. NEAC COMMUNICATIONS

a - Tail Cables

Tail cables at St. John’s (N-22) , Stephenville (N-23) and Gander N-25) are completed and accepted except for the cable to the microwave terminal at the latter site and three other deficiencies. These, on which work will not disturb the working of circuits in service are: (I) a short section of a river crossing at Stephenville (N-23) remains to be buried, (ii) cable pressurization equipment remains to be installed at all three sites and (iii) preparation of "plant-in-place" drawings.

b - Carrier System

The survey of existing USAF-owned cable facilities in Newfoundland has been completed in preparation for the installation of the Type "ON" carrier system. Procurement action has been taken on most of the electronic equipment and tenders have been received on all power equipment. The sub-contract for batteries and engine generators have been approved by the Department of Defence Production (Canada). Procurement action is under way on remainder of the power equipment. Present Canadian National Telegraphs work schedule calls for building construction to be carried out this summer with equipment installation to begin during Sep 54. If plans proceed according to schedule, the first system of 20 channels will be completed and working by the end of this year. One working system will provide the channels necessary to release cable pairs for "de-loading work" and the installation of the remaining carrier systems.

c - Microwave System

All work on the construction aspect has been suspended and is awaiting decision from Headquarters, USAF. The work on equipment prototypes and system testing is going ahead without delay.

d - Tropospheric Scatter System - A survey of southern sites has been completed. Considerable progress has been made in the preparation of final installation specifications. Production of radio equipment at Radio Engineering Laboratories is proceeding according to schedule.

Construction - Tenders for construction for four northern sites are called for 25 Jun 54. Structural design for buildings for all sites has been completed and all plans and specifications will be completed by 25 Jun 54.

Installation - The training school for installation personnel opened at Montreal on 14 Jun and four persons from NEAC are in attendance.

Amplifiers - Amplifiers and one basic transmitter are on test, which is proceeding satisfactorily and indications are that required specifications will be met.

Transmission Sets have been completed to co-ordinate the pole-vault "ON" carrier facilities at Gander N-25.

Antenna - Some design problems still exist on antenna assembly with respect to supporting structure and horn support. Production is proceeding, however, on a double twelve-hour shift basis and Kennedy Company forecasts indicate that satisfactory shipment dates will be made. One antenna has been erected at Ipswich, Mass., and is under test.

Power Equipment - Production progress on diesel power supply units is satisfactory and it appears that delivery dates will be met.

5. R.E.P. TELECOMMUNICATION EQUIPMENT – STATUS (Outstanding equipment only. All other equipments delivered).

AN/CPS-6B - Shipments to all five sites are now completed. Practically all of operating spares are delivered. Approximately 75% of major depot spares have been delivered. The supplier advises that third sail modification kits are to be shipped for progressive installation Aug 54 to Jan 55 in the following order: - N-24 (Goose Bay), N-23 (Stephenville), R-11 (Halifax), N-22 (St. John’s) and R-6 (Ste. Marie).

AN/TPS-502 - Sixteen equipment shipped. All NEAC site equipments at Newark or on way to sites. Sixty-five percent of operating spares are being shipped with main equipments: 30% will be shipped by 30 Jun 54 and remaining 5% will be shipped when available. Depot spares should be shipped by Dec 54.

AN/FPS-502 - The production schedule is being maintained with no indication of delay. Schedule calls for two units in Oct 54, four in Nov 54, six in Dec 54, six in Jan 55 and four in Feb 55. Operating spares will be delivered concurrent with main equipments. The RCAF prototype is scheduled to be complete by 30 Jun 54 and flight trials are to be held on 19 Jul 54.

AN/GPA-30 - Video Mapping Unit - Prototype tests now scheduled for Jun 54 with delivery forecasted for Sep 54 at a rate of 25 per month. First 12 units are for Pinetree with remainder allocated 50-50 between Canada and USA.

(i) - AN/GPX-6 for AN/CPS-6B - Equipment delivered with spares for AN/UPX-6 components but balance of spares for AN/GPX-6 will not be available until Aug 54.

(ii) - IFF for AN/CPS-6B "third tail" modification - UPX-6, motor and capacitor, and modification kit CY-1312/UPX shipped to three NEAC sites and to be shipped to R-6 (Ste. Marie) and R-11 (Halifax) shortly. Antenna AS-295/UP not available until first of 1955 or later.

(iii) - AN-GPX-7 for AN/FPS-3 - Equipment delivered (with spares) for AN/UPX-6 component. No delivery information is presently available on balance of AN/GPX-7 spares.

(iv) - AN/GPX-(502) for AN/FPS-502 - Twenty-two AN/UPX-6 units, and code co-ordinators KY-54 shipped to Canadian Arsenals Ltd. for incorporation in AN/FPS-502. Antennae AS-295/UP will not be available until Aug 54. One for prototype shipped to Canadian Arsenals Ltd,

Radomes - Deliveries to sites and depots satisfactory.

ADCC Telephone Plant - Shipments completed and equipment installed.

Recorders - USAF AMC (Rome) requested Canadian Commercial Corporation to advise unit price of equipments required by Pinetree prior to final contract arrangements. Department of Defence Production is obtaining estimates.

(i) - Junction boxes and floodlights to be shipped in Jun 54.

(ii) - Lamp banks for de-icing - delivery to be made in Jun-Jul 54 from Canadian Marconi Co.
