    COMMENTARY

    Command:

    Reverend Ross Edward Bailey was appointed to the position of civilian auxiliary chaplain for the 921st AC&W Squadron, on the action of Headquarters First Air Force.

    A Staff Assistance Team from 37th Air Division visited the squadron from 20 to 27 June 1967 to assist in the area of administration and personnel.

    We are still short an NCO in the personnel career field which is creating a tremendous work load in the administrative personnel assigned. Word has been received that a Staff Sergeant is due in about the middle of July which will be too late.

    Administration/Personnel:

    All eligible personnel were screened under the Human Reliability Program.

    All of 21 personnel arrived versus 13 departing.

    The following personnel were promoted to the rank indicated: George I Hicks, M/Sgt; Charles F Bridge, S/Sgt; Vincent Schifano, Charles A Ford, Raymond L Washington, A/1C; Thomas E Myrick, Roger T Smith, Giocondo G Orlandi, John F McGanigle, Larry H Hyde, Nicholas P Kozma, and Gary J Schultheis, A/2C.

    Security:

    All incoming personnel were briefed on security. All departing personnel were properly debriefed. All local Commanders tests were conducted with outstanding results.

    Civil Engineering:

    Project/Contract Activities – Contract status are as follows: (see the matrix at the end of this report)

    Three O&M projects were submitted as follows – (see the matrix at the end of this report)

    Mobile Maintenance Team Activity – (see the matrix at the end of this report)

    Critical supply problems still continue for MN-11-64, repair heating system. Most all pipes replaced are still without installation. A follow-up for material was submitted 15 June 1967 for additional fittings and pipe covering to complete project.

    Power Plant – All required preventative maintenance checks were performed. During reporting period, CMC replaced alternator bearing on engine No. 5.

    Heating Plant – All required PM checks were accomplished. The control panel on boiler No. 2 was repaired by Mr. Kearns of CMC. The plant was completed painted during this period. Boiler No. 1 received inspection during this period and was found in excellent condition.

    Refrigeration and Air Conditioning – All operational inspections and adjustment were completed. One compressor was overhauled by our Refrigeration Specialist and Mr. Kearns of CMC.

    Fire Prevention/Protection – All buildings were inspected. All manual and automatic alarms were tested. Fire extinguishers were inspected and found in good order. Meeting by Fire Marshals Council, area fire marshals and fire wardens were conducted. Fire fighting teams training was conducted. Fire drills were conducted during this period.

    Transportation:

    Motor Pool – Vehicles were driven a total of 8,216 miles and used 1,830 gallons of gasoline for an average of 4.92 miles per gallon. Construction and material handling equipment were operated a total of 810 hours and consumed 545 gallons of fuel for an average of 0.55 hours per gallon operated. One FWD snowblower was removed from service this quarter due to a faulty blower engine. Disposition instructions were requested through channels to 1st Air Force. As of this time, disposition has not been received. One International dozer went on contract maintenance for an engine overhaul and was completed and returned to service during this quarter. One 2 ½ ton cargo was deadlined on the 14 of June 1967 for an engine support, water pump, radiator, etc., and has not been returned to service during or at the end of this quarter. Parts support has improved somewhat during the last quarter.

    Commercial Transportation – Air/Ground Transportation went smooth during this quarter with only minor aircraft delays due to weather conditions. Eastern Provincial Airlines flew 26 round trips between Goose AB and St. Anthony Air Station. They transported the following loads:

    Civilian Personnel – Additional 24 slots were authorized during this period. They consisted of: Warehouse 4, Regular cooks 4, Apprentice cooks 4, Mechanics 2, Clerk Typists 3, and one each of Baker, POL Specialist, Fire Chief, Building Maintenance Tech, BX Specialist, Heavy Equipment Operator and Motor Pool Supervisor.

    Disaster Preparedness – One DECUF evaluation was conducted by division disaster preparedness personnel and an outstanding rating was given.

    Personnel Changes – (a) Lost: Captain James E McCarthy, Station Civil Engineer. (b) Gained: T/Sgt. Fred Farley, Fire Chief, A/2C Richard Shulek, Mechanic, A/2C Stephen Hulsey, Mechanic.

    Special – During this period, an extensive clean-up both of the outside and inside was carried out with good results.

    Air Station ring road repairs have been accomplished and in several locations, roads have been widened, new culverts installed, and turns straightened and new road signs and markers installed.

    All preventative maintenance to buildings and electrical plumbing has been accomplished. Any necessary repairs were made.

    On 24 June 1967, a lightning storm came through the tech lead transformer and the result was a power outage. The transformer was damaged. We had a spare which was installed on 25 June 1967. The old transformer will be sent out for repairs and returned.

    Operations:

    The following is a summary of the Operations Sections activities for the second quarter of the year 1967:

    Major Accomplishments – (a) The proficiency and academic training programs submitted during the last quarter have been reviewed and accepted without change by 37 ADIV and 1AF. (b) A review of all OOI’s has been accomplished. As a result of the new operational responsibilities directed upon this section, several OOI’s were deleted and 35 were revised.

    Exercises – Live 7. Simulated 11.

    Reports – RCS 14. Other 52.

    Programming Data – None.

    Personnel – Authorized 21. Assigned 34.

    Problems – The main Surveillance Plotting board is in need of refinishing. A request was made to 37 ADIV to have a team dispatched to this unit IAW ADR 55-54. 37 ADIV did not have a team and has requested assistance from 1AF. Polish and wax for the plotting boards are not available.

    Intercepts – Live 0. Simulated 70.

    This concludes the Operations Sections activities for the period 1 April 1967 through 30 June 1967.

    Communications and Electronics:

    Major Accomplishments -

    Installed TCTO’s 31P3-2FPS6-595 and 31P6-2FPS20-571.

    Corrected remote video linear trouble on the height finder by replacing a faulty relay.

    Removed TCTO 31P4-2GPX-501 as directed by 37MSG-Q 13254 message.

    Locally fabricated a maintenance control center console to conform with command standardization desired.

    Seven personnel in the 303X2 career field were skill knowledge tested and all qualified in a 75%ile to a 95%ile range. As a result, four of the seven were upgraded to 30372 and the other three to 39352.

    Technical Order Distribution Office Files were inventoried and minimum requirements submitted to depot on AFTO Forms 213.

    Inspection and Staff Visits – (1) The 37AD Quality Control team conducted a semi-annual inspection of the 921 C-E-M complex on 9 through 11 May 1967. (2) The 37AD Comsec Team of Lt. Snyder and M/Sgt. Williams conducted an inspection of the 921 Comsec facilities on 1 June through 6 June 1967.

    Programming Data – Inventories of excess equipments in radio and radar have been submitted to 37OAC-E. These excesses are a result of a change in mission requirements and 37th Air Division is coordinating disposition instructions with HQ, 1st AF.

    Problems – (1) The section has been without the services of an administrative clerk since 26 April 1967. This vacancy generates a lag in administrative processing of correspondence and is detrimental to good order in filing publications and maintaining subjective files. (2) Interference on the Height Finder cause by Tropo Scatter (Pole Vault) equipment was bothersome to Operations on an infrequent basis. (3) Condemned three (UHF) and one (VHF) antennas as a result of damage caused by high winds. Plans are initiated to consider moving radios and antennas into the FPS-6 tower. (4) The 25 pair downtown and TACAN cables are high noise level generators and should be repaired. The solution here would be underground cables instead of aerial suspension.

    Supply:

    A wall to wall qualitative and quantitative inventory of unit supply warehouse was initiated and completed during the quarter.

    Complete posting of inventory was accomplished to AF Form 197 Stock Control and Accounting Record.

    A file of 396 AF Form 86, Request for USAF Stock List Data was compiled as a result of inventory.

    A rewarehousing of the 921 Dock Side Warehouse was initiated and completed during this reporting period. This action was taken immediately after the new roof was complete. All property was segregated and documented as to serviceable, condemned, and excess as applicable.

    A comprehensive revamping of this units POL packaged petroleum product storage area was accomplished this report period. All POL was segregated and relocated according to type product and accessibility. A thorough cleanup of the POL yard followed.

    The floor in unit supply was repainted and general house cleaning accomplished during the report period.
